Hello vasu

As your son is native of Tamil Nadu , he can apply for domicile in Tamil Nadu. As he studied STD xii in Gujarat so he can participate in neet counselling Gujrat.

So if he fulfills eligibility for neet counselling , he will be able to participate in neet counselling of both the states Tamil Nadu as well as Gujarat.
