The Indian Institute of Management (IIM) Raipur, in collaboration with the Government of Chhattisgarh, has launched a two-year MBA in Public Policy and Governance under the Chief Minister’s Good Governance Fellowship (CMGGF). All chosen students receive a monthly stipend from this fully funded IIM Raipur MBA programme, which aims to prepare future leaders for significant roles in governance and policymaking.
To ensure that financial limitations do not impede academic aspirations, the Chhattisgarh government will pay the full tuition fee for each of the 36 chosen students. In addition, students will receive a Rs 50,000 monthly stipend to support their academic journey, living expenses, and boarding and lodging during academic sessions at IIM Raipur.
Duration: Two-year residential MBA programme that combines classroom instruction and fieldwork.
Government-Funded: 100% tuition fee waived under the Chief Minister’s Good Governance Fellowship (CMGGF).
Monthly Stipend: Rs 50,000 per month for all 36 selected students throughout the programme.
Limited Intake: Only 36 seats to ensure focused learning and mentorship.

With a 91.98 percentile in CAT and being a non-engineer fresher from the EWS category , you have a decent chance for IIM Shillong and IIM Raipur , but it will depend on various factors like:
1. If you have strong 10th and 12th marks, it will help.
2. Being a non-engineer can be an advantage since many IIMs give extra points for academic diversity.
3. This increases your chances, as the cutoff for EWS is generally lower than the general category.
4. As a fresher, you might lose some points, but if other factors are strong, it can balance out.
5. Even if you get a call, converting it will depend on your performance in the WAT-PI round .
For IIT Roorkee (DOMS) , your chances are quite high , as their cutoff for EWS candidates is usually around this range.

The Indian Institute Of Managements(IIMs) do not have fixed seat allocations for their Post Graduate Programme(PGP) as their student intake keeps on changing every year. Specifically, for IIM Raipur, the student intake for the batch of 2021-23 was 262, and for the batch of 2022-24, it is 325. The number is expected to rise with each subsequent batch.
Ashish, IIMs do not accept MAT scores. Admission to IIMs is only done through CAT scores followed by WAT and PI rounds. There are many other colleges in India which accept MAT scores such as:

Getting shortlisted depends on your CAT percentile, WAT and personal interview. If you have a good record of academics then that would be a plus point. All these factors will help you in the IIMs' selection.
Looking at your factors, honestly, the chances exist but less. There are many candidates that don't opt for admissions or chose some other institutions, in that case your chances will increase automatically.
