JEE is one of the entrance exams for you to get into btech field. It is not an compulsory exam to get into b.tech. There are many other ways to get into btech like by giving your state inter board examination or if you are in CBSE board then writing your 11th and 12th exams is enough for you to join btech. There are no bad consequences but by writing JEE exams if you score well you will getting into top universities and colleges like IIT'S, NIT'S, IIIT'S.

After visiting the colleges like Thapar, Bits, PEC, KIIT and you haven't got any college then yes Chandigarh University is somewhere good, it is similar to LPU, Amity, Sharda in terms of students, placement, infrastructure, and faculty.
There are around 12K students in CSE branch in this campus so getting CSE is not a big deal in this college.
One thing you need to know that about this college is that is around 30Km far from the Chandigarh and situated in some rural area, location is very bad you can't even find the good place to hangout, there is mall which is around 12km away from the campus.
Infrastructure is very good in this college, beautifuls gardens and multiple blocks but the faculty is not much attentive. As it is new and it is growing rapidly as many top MNC's are stared visiting the campus.
There is too much crowd of the Punjabi and Haryanvi people who have just taken admission in a random course but don't have any knowledge about that so it will be difficult to find the enthusiastic group who will help in projects.
As you are getting CSE and you have decided to take admission in Chandigarh University the I would suggest you to look other campuses also, now its up to you whether you take admission or not.

The stage from which you are currently undergoing through is normal but it should not stay for long, because you have to do something to improve your conditions either it is financial or social because you are focusing on what others think about but you are not focusing on yourself. See there are around 7.6 Billion people on earth and don't let the opinion of your few friends to affect your thought process and even you should not take care what others think about you. You just focus on yourself and listen to your mind, what you want to do and what your mind says to you is much more important and valuable.
