Through APOAMDC ,only a few government universities/colleges offer B.Sc Forensic Science because it’s a specialized course. Mostly, it is available in private/autonomous colleges rather than in government universities. In Andhra Pradesh, government universities focus more on B.Sc (Physics, Chemistry, Life Sciences). You can check colleges like:

  1. Acharya Nagarjuna University (sometimes through affiliated colleges)

With 21 percentile, it will be very difficult to get a seat in BSc Nursing through central or state government counselling, because cutoffs are usually much higher. In most states, even private colleges take students with at least 40 to 50 percentile or more, depending on availability.

With 21 percentile, you may not get a seat in the first few rounds of counselling. Your best chances would be in the last rounds, where leftover seats are filled. These are usually in private nursing colleges, and admission depends on how many higher-ranked candidates have already taken seats.

Direct admission into 2nd year BSc Nursing in another college is generally not allowed. Only migration/transfer is possible, and that too within the same university, if both the existing and new colleges along with the university agree. This also depends on seat availability and the rules of the State Nursing Council or INC. If migration is not permitted, you would need to take fresh admission from 1st year in the new college.
