It's a very long process. First of all if your son doesn't want to appear for 12th from CBSE board then you should immediately contact his school so that they do his Registration for 12th, in case your son is already registered then talk to concerned authorities to cancel hia Registration.
Once you do that, you are going to need some important documents to take admission in State board School or Junior College. The documents are-
1. School Leaving certificate or Migration Certificate
2. Character Certificate
3. Provisional Certificate (In case if school was state board School)
4. Marksheet of 10th
5. Passing Certificate of 10th.
Ask back all the documents from the school (in which your son has taken Admission in 11th). In case they refuse to give the documents go to the school from which your son passed 10th and ask them issue the duplicate documents. Remember except of Original Marksheet and Original Passing Certificate, School can issue all the other documents but you will have to bear the charges for the same.
Get the information that whether Admission for session 2021-2023 has been started in your respective State board or not. But keep all the aforementioned documents ready for use.

There was not a particular cut off required to get admission in srm University in the year 2020. With the percentage of your 12th they would give you rank on the basis of that and accordingly you will be admitted on the basis of availability of seats.

See class 12th board registration has done generally at 11th. However right now due to covid pandemic , the board exam has cancelled.so I guess new admission to 11th class might delay for some time. So right now you can take around 1 week to think. However this is a very crucial decision and you would get different opinions from every one. However science study is more difficult than commerce. Since you have passed 10th one year before and already studied 11th , it may be possible that you may have forgotten the conceptions of 10th standard science part. So at first you may face difficulty , but after practicing it may become easy for you.
So it would decide your future career. Just analyze whether you should go for it and indulze your time for science. There is many candidates who have not scored well in 12th from science stream, later at bachelors have taken arts or management course. For my opinion securing a good score in 12th is very necessary irrespective of whatever stream you may have enrolled for.
I understand that you want to change your stream to PCM. I would suggest that you should talk to your school principal or incharge about your problem. He/She will give you instructions, just follow them. I believe you won't face any problems if you act soon.
I'd also suggest you to submit your stream change request to your incharge or principal as soon as you can to avoid delays or any other problems.

For the duplicate Class 10th marksheet you will have to follow the given steps:
Fill the application form for duplicate certificate
Prepare DD of IPO for the amount you will have to pay to get the certificate.
Attach Identification certificate by principal of your school
You will also have to attach press release (new paper declaration)
After this, Send the form to CBSE regional office with attachments.

see if you do not want to appear in exam this year, then you have to again take admission in 12th course as a regular mode and have to do all the registration process again. however it would be counted as gap of year between education. you did not mention what is the reason behind that you donot want to appear in 12th exam, however due to covid 19 pandemic exam is getting late already, students also get extra time for preparation as well. however if your preparation of exam is really not satisfactory than it would be best to appear in exam next year. however do consult with your teachers and school authority to fulfill the necessary proceeding to appear in next year.
To transfer from CBSE board to UP board you will have to s umbit the class 10 marks sheet along with the transfer or migration certificate. The selection of the Candidate in class 11th depends upon the marks they have obtained in their 10th boards. Some specific schools also conduct entrance exam or admission test to get the students enrolled in their school.
