As per the CBSE norms, a student must separately pass theroy and practical examination. If you don't attend practical exam, you'll be declared Fail in Practical of subject concerned. So, you will be marked fail in the practical exam of the subject in the 12th scoresheet/report card and it will be hard for you to scored good marks in IT. Overall, you will be declared in that subject even if you get 100% marks in theory paper if you do not give practical.

There is nothing as such. When the CBSE released class 10 marking scheme, it was clearly stated that for private/compartment students, the information will be made soon available. This is true that for compartment/private candidates, this marking scheme offered by CBSE may not be applicable. However, other method will be devised by CBSE for the same. You need not to waste an another year.

See as of now we cannot predict anything about class 12th board examination because these exams have been already postponed till further notice and till now there is no any further decision regarding the new dates or any cancellation so we have to wait till June because in the month of June some decision is expected on CBSE class 12th board examinations.
Don't worry for marking because if the exams will be cancelled then some altrnative would be given as given for class 10th that if any candidate is unsatisfied with his/her result then he/she can appear for an examination which will be conducted when the situations become normal so like this any alternative can be introduced for class 12th as well but till now there is no any notice regarding any cancellation or further postponement of class 12th board examinations.

There are no such obligations you have to be a Btech in order to be a IAS. For UPSC CSE you need to be a graduate. You can be a graduate in any subject. So if you don't like physics and chemistry and if you have no interest in the subject then why will you waste your time. Instead you can go for a general course which will end in 3 years like BA/BSc/BCom after your 12th. That way you can learn your subject of interest as well as focus on the UPSC CSE preparations.

If you want to appear for JEE Mains in 2022you have slightly enough time to prepare for it. Looking at this year's pattern most likely JEE Mains will be held in the month of January or in February, so currently you have around 9 to 10 months to prepare for it. As of now, it is suggested for you to concentrate on your board exams, as even though they are currently postponed, it is best to practice regularly as it will help you to perfect your concepts which will also be beneficial for you while preparing for JEE. Along with preparing your boards you can also start to revise 1 or 2 topics from your class 11th as it will take the pressure off and also, some topics are inter connected with 12th syllabus too.
