As far as your question is concerned to be eligible to pursue Phd in English you only need to have completed your master degree and should have score a minimum of 50%marks in your Master program ( marks may vary depending on the university you are applying).
You can sit for entrance exams like NET / GATE/ CSIR etc. Sone university may conduct their own entrance test and interview. Look on the official website of the university you want to apply for.
