See the meetings for the blueprint of conduction of classes in colleges/universities are going on. Based on the relevant discussions and advises the Government of Maharashtra will release its instructions. As per the details available, for most of the cases its advised that the student who will join the college must be doubly vaccinated and if anyone is not double vaccinated then the college authorities may conduct a special round of vaccination to vaccinate its students. So how this will be done aren't yet decided but meetings are going on and its expected that you will get some news in this week.

The state education department is expected to start admission process for the first year students after Diwali. However the classes will start online from November 5, as it was said on 2nd November. Most Colleges have said that they will follow the guidelines of the government amid the pandemic.

The UGC has allowed re-opening of colleges and universities in offline mode but the decision is left to the administration whether they will choose to allow students with only one vaccine, because student who have completed both their dosage are allowed and which semester students will be joining, will also be decided by administration. Therefore, it is important that you clarify this with your college authorities. Good Luck

See Diwali is a Holi festival of the Hindu dharma and celebrated to show our zeal for comeback of Lord Rama in Ayodhya. For this day national holiday has been declared and all institutions are bound to have holiday for this festival. Not only the colleges of Maharashtra even all institutions of India have Diwali vacation.

From your question it's clear that you've not studied anything for last 3 years or due to your job you were totally away from the studies. But now you want to prepare for Banking exams .
So it's really possible for you to prepare for Banking exams well .The only thing you need to be focused and hardworking (considering that you've lost your rhythm of studying for something).
Banking exams like IBPS,SBI and others ask basic questions ,it's syllabus includes(Quantitative aptitude, English, Reasoning and sometimes also computer knowledge and general awareness) . you can solve quantitative aptitude questions easily if you've a good grasp over the basic things you've studied in your upto class 10th level .
I would like to tell you that first of all be positive about your dedication to prepare for exams ,don't think like you've not studied anything for 3 years.
Know the syllabus and pattern , take relevant materials and do your preparation.if you'll not feel comfortable then you can also take any coaching institute's class course which will help you to do your preparation well.
At last I would like to tell you that in banking exams key factor is your speed and accuracy so work upon them .
