It depends. Most regular colleges offer on-campus courses only, especially for degrees like B.Sc, BA, or professional programs. But if by open, you mean Open University or correspondence programs, those are typically handled by institutions like IGNOU, Dr. BR Ambedkar Open University, etc. A regular college usually won’t let you pursue a course in open mode unless they have an affiliated distance learning branch. Your best bet is to check the college’s official website or contact the admission office to see if they run open university (DUOET-style) sessions.

Its may be not possible to secure your admission for B.C (//B.COM) om program as your 47% might not be sufficient to get admission in BCom (//b.com) (//B.COM) program .
Here's the reason :-
Eligibility:- Colleges or universities requires 50% minimum for B.COM program in class12th while some top tier institutions may require higher percentage.
Private vs Public :-
Public institutions like DU may require higher percentage while private universities have higher cutoffs so if you want you can try in private universities,
Entrance exams :- DU and IPU requires entrance exams like CUET and IP CET for admissions so you can give these entrance exams if you will score a good rank then you may get admission in DU or IPU .
But yes in DU you are eligible to apply for admission in B.com course but its not guaranteed that you will get admission or not so its better to keep some private universities as a backup plan if you want or you can try giving CUET for getting higher chances of admission.

After fixing the Aadhaar issue, try to fill the form again if the portal allows.
If the form submission time is over, contact AIIMS helpdesk or admission office for guidance.
