Yes you can get admission at KL University even on behalf of your performance in EAMCET examination. Actually KLEEE is the undergraduate Engineering entrance examination conducted by the University itself is the the main way of of taking admission into the B tech courses including Computer Science and Engineering. But apart from this, JEE main / JEE Advanced/ EAMCET or any other state-level engineering entrance examination are accepted for admission.

Sorry, you can't get the refund as you did not cancel your seat before the cancellation date. However, if you have got a seat in second phase counseling in a different college your tuition fees will be transferred to that college.
For example, you got an A college in the first phase you have paid 80,000 rupees but you got B college in second phase counseling but the fees are 90.000. you just need to pay 10,000 extra. Otherwise, you may get refund in other case

Hope you are doing well . See,with a score of 250 getting a government college for any of the courses that you mentioned ,through NEET isn't possible . You atleast need to score 500+ .
At this score ,you can opt for a private or management quota seat if you wish to for MBBS,BDS and allied sciences.
Also,for getting a government college ,I suggest you to take a drop and prepare for NEET-2022.

NTA has declared the results but hasn't released the qualifying cut off marks yet.

Your chances of getting any medical/dental college be it government or private is extremely low .
This is because,
In order to be eligible for getting admission in MBBS BDS etc even in private colleges for management quota seat or anywhere you must qualify Neet examination but with your marks, your chances of qualifying neet is low.
This is very difficult to predict neet 2021 cut off as cut off marks keeps changing every year depending upon various factors like :-
----------) number of students that appeared in the exam,
----------) kind of marks obtained by them ,
----------) toughness level of the examination etc.
Anyway,
Cut off marks will be more or less similar to previous years and when we go through past year qualifying cut off trends then last 3 years qualifying cut off data is given below for reference :-
