12 th board is being conducted in two phases this year i.e. 2021-2022 due to the pandemic. If you have secured 67% in mid exam then it is not difficult to improve your marks to 90% and above in three months. You must have a planned strategy to achieve your target. First ,make a timetable, give one day for each chapter of each subject. You must cover all concepts and back excercise question along with extra questions . Then in last days , you must attend mock paper and then again revisit entire syllabus once again and work on your mistakes.

Hope you are doing great ! I think dummy school will not be a correct option because if we see JEE history then we find a lot of students who managed JEE and even crack it with a good rank with their schooling ,so you don't need to worry firstly finish the syllabus which is in class 11 and then come to 12. So you just need to beleive in yourself.

i will suggest you to go through the topics which appear easy to you first and throughly study those topics from each subject , then you can try to understand the hard topics for the rest of time and remember to revise the earlier topics too .

As you know so much on the things about age limit and all so you also must be knowing that to crack UPSC exam a candidate must be a graduate from any recognised University doesn't matter in which stream you did your graduation.
As you have mentioned that you don't want to do engineering so no problem you are having lots of choices to do in your graduation.
See you don't want to do engineering then you can do graduation in bachelor of arts which most of the students who want to prepare for UPSC exam and it helps them so much because most of the syllabus coincide with the syllabus of UPSC CSE exam but still if you don't want to do to this graduation you can do some technical things also not engineering but Bachelor of Science which would not be that much Lengthy like engineering and you will be getting a lot of time to prepare for UPSC CSE exam.
Again if you don't find these things helpful you can do anything in whichever you feel interest as academics too matter very much.

That decision totally depends on your respective college. You can ask them wether you will be allowed to give that praticular exam on some other day or not.
Most of the colleges don't allow it. But you can just try to convince if they allow you to do so.
