Hello sir my rank is 1811 in general &65 in os for b pharma so i have not the domicile of up.so i can do counseling or not in upsee 2018

But sir jab maine try kiya toh nhi hua aur phir jab maine upsee counseling helpdesk par call kiya toh woh bolae ki jo students UP ka nhi hai wo b pharma kae liyae counseling nhi kar sakta hai so sir please help
