With a rank of 6000 secured in TSICET and being a ST category candidate, yes he will be able to secure a seat in Osmania University. This is because there is no minimum cutoff mark for the candidates belonging to ST/SC category. Only for the candidates belonging from general/OBC category will have the cutoff rank.
