For all india counselling , you need obc ncl certificate issued by any of the competent authorities provided below:

---) District Magistrate or Additional Magistrate or Ist Class Stipendiary Magistrate or sub-Divisional Magistrate or Taluka Magistrate or Executive Magistrate

----)Extra Assistant Commissioner (not below the rank of 1st Class Stipendiary Magistrate.)

----) Chief Presidency Magistrate or Additional Chief presidency Magistrate or Presidency magistrate.

----)Revenue Officer ( not below the rank ofTehsildar)

----) Sub-Divisional Officer of your area

And,

The certificate issued by above authorities is nothing but central certificate. In other words, you need obc ncl central certificate.So, for all india counselling you need obc ncl central certificate and not state certificate.

Your obc ncl certificate should be as perobc ncl proforma/format on page number 102 of neet 2021 information brochure .
