Dear aspirant,

Both the ranks are considered. But the two ranks are alloted in a particular way.

You will be alloted with your general rank and if you will not get a seat through general rank only then you will be alloted on the basis of your obc rank.

Coming to your second query, it is very difficult to get a seat through josaa with this rank. But if you belong to Mizoram Meghalaya, arunachal Pradesh you can get into these nits and parallel gfti's like Assam University.
