Yes,if you pass in NIOS board you can apply for all the governments jobs(bank,NDA,railways etc)without any issue as your final result is pass.

For applying for goverment jobs it depends on the application form of that job if it requires you to fill your marks in all subject or only the main overall marks,as you have not specified any specific job,I cannot answer for sure.But usually only your overall pass result is looked for eligibility to apply to any govt job.
