I want to apply as NRI quota in first and second round for NEET PG and if i dint succeed ,can i apply in mo pup round as management quota.

It's completely fine to apply whatever course you wish too apply for. If you have an management quote for NRI category then do go for it. For backup plans try to apply for other streams also be it commerce too. As at the end of day your interest in a particular field matters.
