Top 20 percentile for state boards is usually near 60% , for example if I tell you about JAC board top 20 percentile for the year 2018 then it was 321 marks i.e around 64% marks for general category. So you can easily score enough marks to be in top 20 percentile if you are preparing for jee. But in case if you score less , let's say 60% (as asked by you) and 64 % is top 20 percentile and you clear jee with good marks or rank then it is not like you will not get engineering colleges, you will definitely get engineering colleges but you will not get into NITs ,GFTIs or IIT s as scoring 75 % or being in top 20 percentile is mandatory for them.
