My date of birth is 23 days lagging behind to the date of birth mentioned for the post in INDIAN NAVY . Although can I apply for it or not

No you cannot apply for this examination because what has been mentioned in the information brochure of the Indian Navy is final and cannot be changed. If your date of birth lags the mentioned date then you cannot do anything and you can not apply for the same.
