My income is less than 4.6 Lakhs p.a. Will my daughter be eligible for SNQ quota for Medical admission 2019.

I can't say about the snq quota exactly as there are a few more norms which are considered to avail that quota but your daughter can surely avail EWS quota as for EWS category your family income needs to be less than 8 LPA and no other requirement.

But sir, we have not applied for EWS category , we have given the income certificate , will it be sufficient , will we be considered for EWS category.
