Yes, if you have domicile certificate of minimum 10 years you're eligible to have 85% state quota of that particular state as per rule known. But still I suggest, kindly once visit your local entrance helplines for further information. But you can apply for national quota through MCC without any problem.

So you attend Himachal Pradesh 85% State Counselling. By the virtue of being originally from Bihar, you also can participate in Bihar's State Counselling.
