In order to answer your question let's first see the state quota eligibility of both UP and Delhi.
In order to be eligible for the Delhi state quota seats, you need to have passed your class 12 from any school located in Delhi- NCR, affiliated to boards :-CBSE, ICSE or JMI.
As you are appearing for your 12 th from UP so you are not eligible for Delhi state quota.
You need to fulfil any one of the following in order to be domicile of UP and thus be eligible for UP state quota :-
You must be native of UP and your father should be a Resident of the state of UP.
Your parent/s should have lived UP for at least 3 years.
Your parent/s should be working with the Government of India.
If you have passed your 10th and 12th from the state of UP, then you don't need to furnish domicile certificate and you will be eligible for UP state quota
If you have have passed either your 10th or 12th UP, then you need to furnish UP residence proof of your parent/s in order to be eligible for UP state quota
So, if you satisy anyone of the above points then you will be eligible for UP state quota
If you pass both 10th and 12th from UP then you are eligible for UP state quota without any domicile certificate.

First of all there is no home state quota in IITs, there is only All India quota.
As we go through the latest cut-off of 2020 then it shows that the closing rank for OBC NCL PwD category was 13 for AI branch in IIT Hyderabad. See it is quite difficult to tell you about exact marks to score because for JEE-Advance no maximum marks are fixed but yes with regards to JEE-Advance 2021 if you secure your AIR in JEE-Advance under top 10 then there are good chances for you to get AI branch in IIT Hyderabad and for CSE you should get your AIR under OBC NCL PwD category within 6-8 then you will have some chances for CSE in IIT Hyderabad.

But how they will give admission on that quota is dependent on them . In alliance university they dont have management quota and dont have such information officially, i would advise you not indulge in some fraud by paying money to agent . Official sources are authentic ,if they dont give admission then dont . However total fees of btech in aerospace will cost you around 8lakhs

For getting management quota seat in college we have to contact college management for b.tech in cse branch?
If you feel you have relatively lower score and won't get a college of your choice then you may approach the approach the college privately to secure a seat. But they don't offer any reservations and the fees will be higher compared to the management quota filled through counseling process.
