sir i have got general categry rank 14000 in upsee exam. and obc rank 3906. is there any chance to get government colleges?

Yes you can get govt. College of sonbhadra,banda, bundelakhnd etc.

Sorry but your rank isn't sufficient to get any government college but you could get admission into some good private engineering colleges like Ajay Kumar Garg, JSS, Galgotias college of engineering and technology, ABES etc although the counseling process hasn't started yet but till then you can predict what colleges you might get with this rank with the help of aktu college predictor and can also check previous years cutoffs of different colleges for different branches.
