Vellore Institute of Technology (VIT) University, Vellore often considered one of the best technical universities in India was established with the aim of providing quality higher education on par with international standards.
The eligibility criteria for getting admissions at VIT, are the pupils from SC category should have completed qualifying exams, perhaps the boards or any equivalent examination with an aggregate of 50% in PCM/PCB.Whereas, it is 60% for General Category candidates. If you're from Computer Science infrastructure, you'll have fair chances to pursue the course you desire(GROUP B). In case, if you're from Biology background, you're permitted to take only four specializations, that are build with Bio framework(GROUP A). As your marks is slight low then it is been slight problematic to have a good science subject at a good college. Some some of the colleges and private colleges accept 40% also. But as you are from reservation category then may beit is possible for you to get a good one.

You forgot to mention your board for HSC. It is important because the schedule is different for cbse and state boards.
However I can anser the latter half of your question. The pocedure for late admission in degree colleges (BPT) is same as that of regular admission (unless you have not passed in pcb subjects in your 12th) as:
You need to pass in your HS exam with minimum 50% in PCB
You can give different CETs in which you need to pass . Admission is based on the CET score.
Then comes the age barrier. You should be minimum 17 yeards old to apply. As for the "late: admission is concerned, it does not happen after the classes have started in most colleges (unless you have a source or you are taking admission in a private college like LPU or Amity where they might consider your late application).
