You have to be of atleast 17 years of age on or before 31st December 2020 in order to sit for NEET, AIIMS and JIMPER examination. So according to your date of birth you will be of 17 years of age during that period and hence be eligible for NEET, AIIMS and JIMPER 2020.

You are eligible for JIPMER only if you are atleast 17. It depends on Category cut off of HSC, too. You should have Physics, Chemistry, Biology/Biotechnology in the last two years of study and English as a core subject. If you belong to UR Category, then you need 50 Percentile & if you belong to reserved category, you need to have 40 Percentile each in 10+2.
If the above criteria is fulfilled then you are eligible for JIPMER.

Eligibility are-:
Candidates who wish to apply for the said exam must be an Indian National or OCI or NRI.
The candidates must have completed 17 years of age as or on December 31, 2019 with no upper age cap.
Candidates must have passed/appeared in 10+2 examination with Physics, Chemistry Biology/Bio-technology and English as compulsory subjects in class 11th and 12th.
The candidates must have obtained a minimum of 60% marks taken together in Physics, Chemistry and Biology in the entrance examination. However, for SC/ST/OBC candidates the minimum is 50%.
JIPMER mbbs exam
JIPMER mbbs is scheduled to be conducted in an online mode. There will be a total of 200 multiple choice questions from sections of Physics, Chemistry, Biology, Logic & Quantitative reasoning and English Comprehension 60 question each. JIPMER will be conducting the entrance for a total of 200 seats, for both the campuses combined, in its MBBS program.
JIPMER MBBS 2019 will be based on the syllabus as prescribed by the State Boards as well as CBSE syllabus for Class XI and XII.

Jawaharlal Institute of Medical Education and Research (JIPMER) Puducherry will start the JIPMER 2019 counselling on June 26 for a total of 2,055 qualified candidates. Through an official notification, the authority has announced the first round of JIPMER Counselling will be streamed in a live telecast from June 26 (2:00 PM) to June 28, 2019. 2nd round of JIPMER counseling 2019 - 24th July 2019.

For ST category-
Opening rank - AIR 3 & closing rank - AIR 14 (Puducherry campus)
Opening rank - AIR 17 & closing rank - AIR 74(Karaikal campus).
So your chance are not there even in second round of counselling.

There are total 200 mbbs seats in two colleges of jipmer.
Jipmer conducts two rounds of counselling to fill the seats in the medical colleges.
There are about 150 seats filled in the first round of counselling and then about 50 in the other round.

Yes, you can apply for both the jipmer as well as neet state quota counselling processes separately as both are way different from each pther as well as their conducting athourities.
So, ultimately yes you can register yourself for both the jipmer counselling as well the neet state quota counsellings.
