Yes, the eligible candidate falls between the mentioned rank range as per the category have to be present physically at the specified date i.e. 26/06/2019 for (UR/PwD/P-Pwd), venue i.e. JIPMER ACADEMIC CENTRE, JIPMER PUDUCHERRY-06 and time 8 A.M. for the 1st round of counselling.
There will be biometric(finger print,photo and certificate required) verification and only after passing this stage, the candidate will be able to participate for counselling procedure.

No, you cannot attend first round of counselling in JIPMER 2019 as only candidates falling between 1 - 200 ranks for SC are only eligibe for the 1st round. However, you have to wait for the next notice for the 2nd round of counselling.
And no to the other list release till now.

Dear student, with this rank it's impossible to get a seat in JIPMER . The cut off percentile for SC category is 40 but with with such less percentile you cannot get a seat in JIPMER as students with highest cut off get admission in there. And closing rank for SC category was 220 in 2018 so you cannot expect a seat in JIPMER with this rank .I hope this was helpful.

The qualified students can be called for the counselling but it generally happens in case of vacancies which may not be worth as very few vacant seats are left out. Last year, after the 3rd round, the final round was done in which only 3 vacant seats each for UR and SC category was available and all the qualified candidates irrespective of their previous attendance(previous rounds but not got seat in any) were eligible against only 6 vacant seats.

Iam sorry to say this but with this score it is highly impossible to get a MBBS seat in India.I would rather suggest you to appear for NEET exam once again next year with much more preparation.
