Your neet rank is very high you cannot get mbbs neither in government nor private (unless it's under management quota).  And your jimper rank is also high, you cannot expect mbbs course in any college with this exam also.

I would like to tell considering the last year's cut-off in SC category in Jawaharlal Institute of Postgraduate Medical Education and Research, Puducherry you could easily get admission as last years closing rank was 53.

JIPMER 2020 will be organized by the Jawaharlal Institute of Postgraduate Medical Education & Research, Puducherry. This is a national level entrance exam conducted to offer admission into undergraduate medical MBBS programme. Through this entrance exam, admission is offered in nearly 200 MBBS seats. Candidates have to qualify the entrance exam by obtaining the minimum cut off marks to be eligible for admission in the JIPMER Karaikal and Puducherry campuses or various other affiliated institutions.  JIPMER counselling will commence on June 26. The counselling of JIPMER 2019 will be only conducted in offline mode, aspirants will be required to report to the counselling venue with all the mandatory documents. JIPMER Puducherry will be conducting three rounds of JIPMER counselling 2019 and an additional open round for which all the candidates who have qualified the exam will be invited.

As for JIPMER, the chances are good to get a seat in JIPMER Karaikal as per 2018's cut off rank details, the opening and closing rank for OBC was 13 - 51 for Puducherry and 64 - 240 for Karaikal campuses. However,the merit list doesn't remain same every year and the above mentioned detailed may not be followed this year too.
