yes, eligible means eligible for counselling but sorry to say that your percentile is way too less for admission.i am teling you this because eligibility for counseling doesnt ensure you a seat.

According to previous years cut off rank analysis which is subjective as cut off ranks change every year depending upon a lot of factors such level of difficulty of jipmer this year, no of applicants from obc category etc etc so nothing can be predicted with 100% sureity, generally closing rank goes around 750 from general and around 200-500 for obc ,this year for the 1st round of counselling ranks from 1 to 370 are called for counselling and for general category ranks from 1 to 750 are called for counselling in both the cases chances of them extending to 11586 are less so you might not have a chance.

The cut off rank for jipmer 2018 was around 150 rank in jipmer. As you would know that there are only 200 seats for MBBS in JIPMER.So the cut off goes very high each year and only too candidates are selected.

This is information is according to precious year's result.Also much more students are called than the number of seats in the college.

As for JIPMER, the chances are very high as per 2018's cut off rank details, the opening and closing rank was 13 - 51 for Puducherry and 64 - 240 for Karaikal campuses.

As for AIIMS, here also the chances can be good if your AIR is good because the 2018's cut off rank for OBC shows that for the 1st round of counselling, AIR 1580 and cat. rank 368 got allocated at AIIMS Mangalagiri and for the 2nd round, the AIR 1617 and cat. rank 385 got AIIMS Patna and around this rank, the others got either Raipur or Nagpur.

Note: The merit list doesn't remain same every year and the above mentioned detailed may not be followed this year too as cut off, percentile etc. also changes with increase in number of students.

The chances are very low with your SC category rank- 1014 and 81 percentile because 2018's cut off rank details shows the opening and closing rank was 13 - 53 for Puducherry and 59 - 318 for Karaikal campuses and total, only 20 seats are reserved for SC which is quite competetive.

As for AIIMS, the chances are low because the 2018's cut off rank for SC shows that for the 3rd round, the AIR 14510 and cat. rank 304 got AIIMS Mangalagiri where as your’s cat. rank is in thousands but for this year, there might be little hope as 6 new AIIMS have been introduced(doesn’t guarantees you a seat).

As per last year cutoff rank,  for puducherry campus college was alloted from rank 3 to 14 and karikal campus was alloted with rank 17 to 74 under ST category. So it seems difficult for you to get college this year but also cutoff changes every year so it is difficult to tell exact chances.
