Yes that is acceptable, i myself was a transfer student from another local college and my certificate was accepted so you will not face any problems. Your transfer certificate of another local college will be accepted by delhi University without any issues.

While 77% is fairly okay it is too low to get admission into one of the reputed colleges of du even with OBC reservation. You did not specify your course at this percentage i believe you will get BA programme in some of the off campus Colleges. Usually DU release not more than five cutoffs evey year. Rest depends on the particular college. If seats are still left that particular college may release more cutoffs on their own. For that you may keep checking the College website where you'll get all information.
