You have not mentioned your category any where so i aasume it to be general.
If I consider the previous year data .Then being a general candidate you have negligible chances of getting admission in any of the government colleges in andhra pradesh even  through state quota .Previous year last rank admitted for a general candidate was 16022 for Rajiv Gandhi Institute of Medical Sciences, Kadapa and corresponding marks were 516. If you are from a reserved category then you can easily fwtch a goverment seat through 85% state quota.just remember that The cutoff changes almost every year,so not much  can be predicted .cutoff depends on the difficulty level of the paper and the number of students who appeared for the entrance exam.
