As far as your rank is concerned let me tell you that it is possible for you to get cse branch there. It would be better if you can show that you are a resident of Orissa. Then you can easily get into this college.
However there are some conditions that needs to be considered while deciding the cut offs like number of vacant seats in college, choices filled by the candidates, number of applicants in the counselling, previous years cut offs.
