I assume that you are asking whether you will get a seat in the 15% quota in AP and Telangana state.The rank you have mentioned is your state rank with which you can attend the state counselling in your domicile state. For the 15% quota, your All India rank will be considered and to get a desired seat you will need a rank below 10000-13000. Both your state ranks are good so  under state counselling you will have good options in both govt. and private, if you have the domicile benefit in both AP and TS , then you may attend both states counselling . If you have an All India rank below 10K then sure you will get a decent college in AI 15% quota.
