I would rate my college infrastructure as 5 on 5 as we have well sophisticated equipment and proper classroom and labs. The facilities are up to the mark beginning with library, canteen, toilets etc.All our classrooms are Wi-Fi enabled such gives better access to the Internet. Even the canteen food is hygienic and good value for money.
There are no difference between BE & BTech course in terms of academics as well as the package offered. So if you wish to go for the course of CSE, then you can go for any of the degree program of BE or BTech. It won't matter which degree program you go for, at the end of the day, BE or BTech CSE are essentially the same.
