2 national exams are JEE mains & adv. There are more than 15 exams at state level.

So it is very difficult to predict the exam for which you are talking about!

As i do not know your rank , i can not help you in the best way . But , i would say that the cutoff ranks do not likely see a fall of more than  500-1000 in 2nd phase counselling . So , if your rank is not less than the cutoff ranks by more than 500 -1000, then i would advise you to wait for the 2nd phase counselling.
