Is JIPMER domicile includes tamilnadu native citizens also?

For being elligible under the quota for Puducherry Citizenz, you most possess the domicile certificate of the Union Territory of Puducherry.
It isn't a necessity to own the domicile for Tamil Nadu state too, but the one for Puducherry is a must without which the elligibility would be lost.
