Yes, you can apply in Telangana as a Andhra Pradesh student. But, the only way you can apply to Telangana is through AIQ (All India Quota). There are no seats reserved for the students outside of Telangana. AIO is for students across the country, the seat matrix of AIO is 15%. Another way to get a reservation in Telangana is to have the proof of residency that you've been staying in the state for 4 consecutive years. Another than that, there is no separate quota for outside students.
