Yes, droppers can apply for CLAT exam . According to the CLAT eligibility criteria , candidates who are currently appearing for their class 12 or have passed their class 12 are eligible to appear for the exam. Students who have dropped a year, but have passed their class 12 are eligible to appear in the entrance exam.
