Last year, the cutoff point for admission to any of the NLUs was approximately 1600 ranks. Since this is the first time that IPU will accept admission based on CLAT results, there are no trends from prior years to compare to in order to make an accurate estimation.
However, only about 300 seats would remain for students from all over India because IPU offers about 1900 seats overall, of which 85% are reserved for candidates from Delhi. As a result, the cutoff for the category outside of Delhi should be high, perhaps reaching a maximum of 3000 ranks, but it shouldn't drop below 8,000. In light of which your chances don't seem very good.
This is merely an estimate, and the actual cut off may change depending on a number of variables, such as the proportion of candidates from Delhi who are ranked higher than you.
