The level of exams can be referred as Group 1,2,3 and 4 or A,B,C and D.
Group 1 or Group A level exams are conducted for recruitment of District collector, IT commissioner etc. UPSC is a central government body which governs the exam for Group 1 (or A ) and Group 2 (or B) so answer to your question is that in both the cases the exam is going to be tough as the competition increases with each level.
