The answer to your question is - It depends on what you want to pursue in future.
If you want to pursue Chemical, go ahead to the top NIT you are getting.
If you want to pursue CSE, you have the option of getting into top tier NIT, working hard to maintain your GPA in core ( many companies have Gpa ceiling and no arrears policy for placement and internships) and work extra to learn programming and CS related skills.
You can do this during your summer breaks, take extra courses, talk to professors and do internships. That way, in top tier NITs you'll be able to utilise the exposure, experience, excellent faculty and alumni support that it offers.
If you are willing to work hard and you are really passionate about getting into software field, this is an excellent option.
If you think you can't work as hard, you should take CSE and try really hard to get excellent internships and experiences. This way, you can just focus on your passion and still get what you aspire for.
