I got 13035 rank in b.arch .Can I get a Seat in nit?

You were not eligible for NIT. the cutoff for NIT Goes from 1000-3000 last year.
As per your rank and previous year cutoff, the colleges you get in b.arch are:-
Gateway college of architecture and design,Sonepat
SUPVA Rohtak
Ganga institute of architecture and town planning,Delhi
IIT Kharagpur
IIT Roorkee
With assumption that you get a similar rank in JEE Advanced 2019.
