I faced the same issue, I tried getting the domicile for my home state but couldn't get it. I am an army brat and have been shifting places throughout my life.
The requirement of a domicile certificate is that the student must have cleared their 10th and /or 12th Board Examination from their home town. If you don't fulfil this criteria, you won't be able to avail it. And for a Hometown quota, you need a Domicile.
You can still talk to the Block office about their requirements.
