if i dont have ews certificate then if i have ebc certificate then can i go for councelling and show this in neet councelling?

You can show this certificate as it is a proof that you come from a economically weaker section.
So you can show this, but it will be better if you make a EWS certificate if possible because it will be easy for you to take part in counseling.
