Is TC is enough to join the college ?

No, a Transfer Certificate is not enough to join a college from your 12th grade. There are other requirements that a college demands such as
Migration Certificate
Character Certificate
Mark Sheet
Identity proof- AADHAAR Card
Although, because some Boards of Examination actually release their results quite late, colleges do not demand all these certificates and documents in one go. You can talk to the College/University Administration and ask for an extension of date to submit all these things later.
But sooner or later you have to submit all these documents to the college for record keeping.
