You haven't specified the college. As you would nonw PbBsc is a graduate course where you get direct admission by giving the entrance test. The applications from colleges are released on the official websites. For applying, you must have completed your 10+2 from a recognized university. The fees can be between 20K and 2 lacs.

For pbbsc nursing course the fees for annual tuition was Rs. 23000 as of 2017. Therefore it may increase by 2000-3000 maximum this year. The admission dates vary for different colleges. As of now many colleges have released articles that eligible students can apply for admission in their respective colleges.
