Hello,
Yes you can definitely fill the form from general category and you could not enjoy the benefits of reserved category but thats ok because nowadays obc and general category have almost same cutoff.
Still if you want to avail the benefits you should apply to central government if you fall under the obc category but you must fulfill the norms of central obc category.
