Few States offer Institutional quota fpr Candidates who have completed their 11 and 12th from their State. In such cases you can claim State Counselling Quota. But Bihar domicile criteria for NEET says that you need to be a resident of Bihar to claim their domicile. But because you actually hold a domicile of Orissa by default by being its resident, you have to apply for Orissa State Counselling and not Bihars'.

Hello Shibhanshu,
10th and 12th std. has nothing to do with your domicile. All you need for getting your domicile is your permanent address proof of that state, ration card. You need to get ur address verified from govt.accountant (patwari) and then you need to submit an application to tehsildar.
