11 from cbse and 12 from up board but 1 year gap between 11and 12.so i am eligible for Neet. please give me answer in yes or no.

Yes you are eligible for writing NEET exam so dont worry about that. even if you studied in two different boards you are eligible so dont bother abiu that and you can apply for the exam.
