See keeping eye on the pandemic situation , Its very tough to predict when will the offline classes will start. As per UGC notifications , the UG classes will be started from the November. So its all dependent on the scenario of the pandemic which will give a go , no-go kind of a situation and thus the administrative heads will decide when to start form. So there is a very little hope for the offline classes to get started in the month of November.
