Being from UP, can I apply to Madhya pradesh medical colleges (both private and public) for the 85% state counselling under NEET 2018?

If you belong to UP then you can apply for the other state management quota seats of the private colleges, You can not go for the government seats of the other states.

But I think Madhya Pradesh is one of the four states that requires state domicile for both its government and private colleges. So no student without a state domiciles can attend the state counselling in Madhya Pradesh, even for private seats. Is this true ?
